I have power to both the Monitor and Cpu, the blue VGA/DVI cord going from the Cpu to the Monitor and a wireless mouse and keyboard plugged in thru USB. Thats it atm.
My issue is that despite starting and showing the red light on the Cpu and orange light on the Monitor, I can't get past the Monitor wanting to go to sleep. I also occasionally see a "check video cable" pop-up and it says that it isn't connected when i know it is. Could this be something as simple as replacing that blue cable or something worse?
This Cpu was given to me by my mother and its been in storage for years, so in trying to see if it still works well.

A "CPU" is a chip -- so I'm guessing you are talking about the tower, right?
This is a 10-year old tower PC and it should still work, despite that age, but it would most likely be running Windows7, which Microsoft dropped support on some time ago.
The model came in two types, one with a video card, and one with built-in video. If the cable it plugged into the I/O shield on the back of the case, it is running off the build-in video.
I don't know why the monitor is not working, so you would have to try switching the video cable and also switching the monitor with one known to work.
