Someone locked my computer with a critical block alert and is charging me $499 to unblock. Can anyone tell me how to unblock with out paying this scammer?

That sounds like the message that one would get from a malware commonly known as "RansomWare", generally there is no cure. Hopefully you did not have anything on the computer worth the ransom. Some more advanced protection software can help, but not always. Since there is no mention of any such anti-virus software, that is the only hope. If you had done a recent backup, you could just reinstall the Windows OS and restore the files. If no backup then you are at the mercy of the hacker.
