Keyboard mouse not reading-keyboard error

My keyboard and mouse worked fine yesterday. Today they do not. I got Keyboard Error message before boot up.

Turns out that I fried the USB card because I was using it to charge my dog's shock collar every night is what I was told by the person who I had to take the computer to to have them replace the USB card so that I could use it
