if the receiver shorts that can happen,, (overload USB V-bus chip and it shuts down)
test the receiver in all USB ports the if fail , other PC , if all fail the REceiver is shorted. (as in BAD)
answering for dead PC no boot,
if PC not actually dead, please say so..... no power , no pre post , no post , no boot, are 4 states of being.
pc must be internet connect for PnP to find driver automatically in w10 and w10 v2004 up has new rules here.
I now guess, PC is not dead, only W10 dead, no log in screen and BIOS screens all work.
right?

I have tested the usb receiver on other computers it works fine. When usb receiver inserted I press power the bios doesn't boot the screen is black. If I remove the receiver and restart the PC boot Windows open, When Windows screen is on I put the receiver in usb port everything is working fine. Consequently the conflict is only when I power the PC with the usb receiver in the usb port. By the way this pc has only one usb port. Don't tell me to install drivers I have all new drivers installed.
