So I was playing my pc for maybe (this happened a year ago) a year and then it stopped working and after it stopped working I just put it in my closet (does not have humidity) and then maybe a few months later I took it out and plugged it back in to check if it works and it didn’t, it just started giving me 3 short beeps and 2 long ones on both the PC speaker and the Power LED, not the big LED though, I’m wondering if this is a memory, motherboard or a PSU issue.

Those are the "usual suspects".
Remove the sticks of RAM.
Remove any "add-in" graphics adapter card.
Reinsert all these components, ensuring that they are properly "seated" in their respective sockets.
Try again.
Also, Google-search for "HP Beep Codes", to get a full list of the combinations, such as "3-plus-2".

I tried to reseat everything, even searching the beep codes, but they came back as a memory initialization error. I went as far as to take out the graphics card, reseat it and as to check if the HDD was the problem by removing it, but it all comes to a loop and points to the memory being the issue, but I do not have any spare active DDR4 memory sticks lying around so I’ve hit a brick wall.

What happens when only ONE stick of RAM is inserted into the 1st slot, when you try to boot?
What happens when only ONE stick of RAM is inserted into the 2nd slot, when you try to boot?
What happens when only ONE stick of RAM is inserted into the 3rd slot, when you try to boot?
What happens when only ONE stick of RAM is inserted into the 4th slot, when you try to boot?
If you have more than one stick of RAM, repeat the above experiments, with a different stick.
Or, take your computer to an "owner/operator" computer store, and ask them to try some of their "spare" RAM in your computer, and to try your RAM in one of their "shop-computers". Probably, a small fee, for 30 minutes of their labouir.
