Well is not exactly "it will automatically recognize it and do it's thing"  You might need to read that link

Then with new media, open Windows 10 repair on the problem PC by booting to this new media. Pick "repair your computer"

Scroll down to "Open WinRE from bootable media" and follow those steps.  You can reinstall Windows 10 from that media, also.

However, if you still need to salvage any data before reinstalling Windows 10, it might be prudent to do that beforehand.

Well I got the program and tried to run it but it is stuck in same loop. When it gets ti HP screen it says running auto repair then running diagnostics and then back to blue screen where it says shut down or advanced options. It doesn't matter what I selected it ended up there. I guess hard drive is fried or something else making it so that. If I could force it into safe mode I may be able to do something. I also tried to wipe out the whole drive but it won't even do that. So I don't know what my next step to try.

It sounds as though you are not following my previous posting.

With this new media, open Windows 10 repair on the problem PC by booting to this new media. Pick "repair your computer" then follow this link.  Scroll down to "Open WinRE from bootable media" and follow those steps. You have to follow those instructions, otherwise you will be back to what you say is happening.

It is a Windows problem, not a hardware problem.

I finally was able to extract the program back to the usb. Now I don't know what do you mean by "booting to this new media". I can't find anything that ask me how I want to boot up. I'm sorry but my dumb ass will need some child-like step by step instructions. I was able to get to trouble shoot screen, but nothing I do seems to work. At some pointit looks like it's reading from the flash drive but then goes right back to auto repair and eventually back to where I started. Sorry for being a pain.

Assuming this "I finally was able to extract the program back to the usb" means you were successful with making the Windows 10 install media from the link to the Media Creation tool.  In order to "boot to the new media" - The process to get that to happen is to Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick F9 from that pop-up menu.    Once you access the Boot Menu, you should see a list of devices available for booting. Use the arrow keys to navigate to the USB drive (it might be listed as "USB," "USB-HDD," or the brand/model of your USB drive) and press Enter to select it.

Once you have achieved getting the PC to boot from the new media (on the USB) then follow the directions from the link.

Pick "repair your computer"

Well I thought we had something. 1st, I can't tell you how many times I got to that boot menu looking for something that says USB and looked right over the name brand of the flash drive. I went through the process and everything looks like it loaded as it should and restarted and all went through more setup stuff. Then it looked like it froze and the blue screen appeared with the very familiar message saying your computer has run into problems and collecting data and will restart. Then it keeps doing the same thing. I kept trying and it looked like it would go a little further into the process until about 2 hours later I finally got to the new desktop screen. But after a minute or so it went back to blue screen. It does this after a few minutes now. I ran it through an "extensive diagnostic loop until error found " that went through 3 loops with no errors but it did not reboot during the testing. I was also able to reboot in safe mode with networking but networking doesn't work but it does not reboot in safe mode. I don't know if I'm getting closer or further away from the problem now.

We will do this step by step.  Then click on the "Repair your computer" and continue from there?  The next screen would probably be the blue screen you have been seeing from before.  Have you made it that far?

OK I sarted from scratch again, and clicked on " Repair My Computer " and I am on the blue screen. The screen choices are " Continue ", " Use a device ", " Troubleshoot ", and " Turn off your computer ".

Update:  I think I may have been able to fumble my way through it and may have found part of my problem that caused some of the issues. While going through the install process I noticed that right after connecting to my wifi, it immediately rebooted. I recently switched internet providers and and started using wifi instead of wired. Anyway I ran a CAT cable to my PC and continued with install process. It's been about 3 hours and I've downloaded some brousers and other things trying to get back to what I had, and it hasn't rebooted. Hopefully we have something. I really appreciate all of your help. There is no way I would have known where to even start to look for the programs you guided me to. Now I just need to replace my bad RAM stick and get back to where I was before. Thanks again.
