Thank you very much.
I went through your suggestions. and it helped tremendously. There was only one Startup Task thay I needed to disable (Quickbooks) and it had a High Startup impact. There was nothing under Services tab that I recognized that was enabled, so I didn't want to touch it.
I am not sure what you meant by
Step 4. Untick "Turn on fast startup (recommended)". Then click "Save Changes".
But it was already checked, so I left it as is.
I did a warm reboot through Power > Shutdown. I powered back up and the PC came up in 35 seconds.

Unfortunatly I spoke too soon.
This morning my PC would not boot up. I had the HP Logo screen for 15 minutes. I had to give it a hardshut dow and then I cold booted it and then it came right up.
Not sure why it came up twice yesterday on a warm boot but won't any longer.
It seemed strange even when I had Quickbooks it my startup, why it would still boot up quickly on a hard boot.

I recommend you uncheck fast reboot and check if it helps. Follow the steps suggested earlier.

I unchecked fast reboot.
My PC came up with a warm boot right after that. But did not the next 3 times I tried.
It did boot up once again with the warm boot but won't anymore unless I give it a cold boot.
I can live with the fact that I can no longer do a warm boot (Power > Shutdown) but am concerned something is wrong and may eventually not be able to boot up at all.

Windows just performed Windows/10 upgrade. I was hoping that would fix the problem.
It did not.
Is there any point in still trying to do a system reset?
If I did wouldn't it just reset the windows files to where they were today at the time of the upgrade?

The reset will put the computer back to the original factory state. I recommend you perform a reset and check if it helps.

Recovery is the only option we can try to fix this issue. If you are not comfortable doing a recovery on the computer then I recommend you contact support and they can remote into your computer and further diagnose the issue.
Here is how you can get in touch with tech support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
