My Pavillion will not boot into a BIOS screen or Windows.  The fans, CPU and case, run for a few seconds and then shut down and power light goes out.  It then repeats this cycle without having ever pressing the power button.  I got a message once about resetting the TDP.

 

I tried refreshing the thermal paste but no help.  I checked the 180W power supply and have a constant 12V out even with the little 7 pin disconnected.  When the computer is rebooting the 12V never goes away.  Is this normal?
