Welcome to the HP Forum.
Sorry to see your Omen PC will not Power On Self Test.
I would Contact HP Support if the PC is in warranty.
Since the PC is receiving AC power (you see RGB) and hopefully you know the monitor is okay it then looks like you have internal component failure. Do you see any fans spinning or front panel: HDD activity or a power on LED when you start the PC?
I usually replace the CR2032 MB battery. Can't say it will fix the problem but it is a quick troubleshooting step.
You may have to troubleshoot components if the PC is out of warranty.
It is impossible to isolate the bad part in a Forum. Possible components to look at are as follows:
1. The power supply
2. RAM
3. Graphics card
4. MB
5. CPU
Loose power supply connections to the MB or the graphics card can cause this symptom so you might want to check this. You could also try reseating RAM modules and reseating the graphics card.
Loose connections (wiring or components) would be unusual since your PC is stationary. This symptom usually occurs after transit from the manufacturer to the purchaser.
So it's either HP warranty support or have a local PC Tech swap in components to find the bad part.
