You will need to install a new hard drive and reinstall the operating system.

Yes, unfortunately any info you have on the hard drive will not be recoverable.
You can try to recover your data after removing the hard drive.
Buy a 3.5" USB hard drive adapter, and see if you can read/copy the file contents from the failed hard drive to the PC.
Otherwise, you can try taking the drive to a shop that specializes in data recovery from failed hard drives, but be prepared to pay a fortune for the service.
