Pc won’t turn on. With the front panel leds set up like that, the light turns on but I can’t boot the pc. Im using the exact same parts I just added an m.2 ssd.  Please help me figure out why it won’t boot.

Just to get the info clear.  In two different places you state that the PC will not turn on.  In another place the PC will not boot.

So to be clear, is it the fact that the PC will not start when the start/power button is pressed?

If that is the situation, then the connection from the start/power button to the motherboard is not correct.  From any pictures I can find for that motherboard, I cannot see a terminal block that shows the complete front panel connections.  Please post a clear picture that indicates the info for the motherboard front panel connections, so I can help with this.  Picture showing the front panel connections does not have enough info for pins to connect to the start/power.

There’s an update to the situation. I took out the cmos battery and put it back in. Now when I press the power button, the cpu and gpu fans spin for a second then they shut off and then turns back on and repeats infinitely.  The power indicator led on the case turns off and on accordingly (on when fans spin for a second, off when they don’t.)

Well, while you didn't answer my question directly, I now know the power button must be connected in the right spot.

Since the CMOS battery was removed, now the BIOS needs to be reset.  In order to do that, the easiest solution is to enter the BIOS and set it to defaults, set the time and date, save the configuration and then reboot.   Also, while in the BIOS, verify that the new M.2 drive is recognized but set the first boot device to the drive where Windows is installed.

Sorry maybe I wasn’t clear. The pc fans spin for like 5 seconds then only the cpu and gpu fans spin for a second then stop like the pc only is on for 2 seconds then shuts off and repeats. I can’t boot into the bios.

I understand.  Since the components have transferred to another case, there is the possibility that something has caused this symptom.  First - remove the M.2 drive and then try to enter the BIOS using this procedure.  Since this is a HP, this will work, unless of course, there has been an error mounting the motherboard (standoffs in the wrong location), or some component not connected properly.

Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick Diagnostics from that popup menu, F2.

Keep in mind that the BIOS needs to be reset to defaults, also.  I think the F10 should give you the place to reset the BIOS to defaults.

The F9 option can also be used to set the boot device, if that needs to be done without the new M.2 drive.
Report back with the results.

Ok I will test this. But how do I use the m.2 ssd then? I have a usb windows 10 boot drive and I was gonna wipe my pc and put windows 10 on the ssd. Like if I turn it on and press escape and that works, how do I get the ssd to work?

IF you can get into the BIOS and set defaults and get the PC working again, there are some tricks to get the M.2 SSD to work.  It has been reported that some motherboards do not like the Samsung SSD's and another brand (can't remember the other brand) but some other experts have figured out how.  We will cross that bridge when the PC starts working.

For now, see is you can get these other things to work.  Do not delete Windows from the working hard drive.
