After downloading the correct file sp81965.exe , I followed exactly your described steps and all was back as usual.
Booting in 2 sec as before (NVME ssd drive).
Why can't HP advise the user what to do ! They could at least inform their registered customers.
I spent about 5 hours to find the ultimate solution.

zyzx, the HP fix/patch you pointed out work for me. App readiness enabled and boot time is back to normal. Thank you!!

@Zyzx wrote:After trying in vain to to fix this issue on a brand new Envy 15t laptop, I contacted HP support via both phone and chat but they couldn't help me (they even tried to pawn me off on Microsoft for a remedy).
As it turns out, HP has indeed issued a fix for this but support apparently didn't know about it and I couldn't find it on the support page for my product ...I had to find it by Googling. It is interestingly titled "HP Image Enhancement for System Logon".
I have tried this and YES, it DOES WORK (disabling the App Readiness service did not work on my machine). With this fix, my boot/restart time went from 6-7 minutes to under 30 seconds (my laptop has an SSD drive).
The link is here (SP81965.exe)... Click on the "Download Now" button and follow the prompts.

I can vouch for this solution on an HP Pavilion AIO. I experience a very weird crash after which the machine would boot to the login screen successfully but then it went to a black / blank screen after entering the login password. I did one round of restoring to a prior sytem save point and this worked once ... but all reverted to the old behavior after the system was give a little time to update itself. Clearly there is a persistent error of some sort.
The key was to is to use CTRL-ALT-DEL from the black screen to bring up Task Manager. Once task manager is opened, go to its File menu and select Run New Task. Enter "services.msc" for the new task, thereby invoking the services control panel widget.
Look in the list of local services for one called "App Readiness." Right click it, chose Properties.
In the resulting dialog boxes, set Startup Type to disabled. Also, click on Stop in the buttons just below Service status. At this point, Exporer will finally run, the desktop will load, and life will be good.
I agree with others that App Readiness sounds important and at some point probably needs to be re-enabled. But, for tonight I am happy just to be up and running.
Good luck!

The above is the "bypass" -- the message posted just above yours is HP's "solution" to the problem.

Oh, you are so right! See below the directions I used to hopefully settle this in a clean way by running the HP fix. The text below is copied from a prior post. All now well on my machine and I wish the same for others!
