My computer is spinning on the welcome screen after I put in my pin. How do I get past this or to safe mode

Press F4 during startup.

Solved. Disconnected the computer from the internet and turned off secure boot in bios, this forced the computer to log in to a local account.

 

If bitlocker was ever used, you will need the recovery key here. It is stored in your Microsoft account. Here

I then ran cmd (command prompt) with 

sfc /scannow

 

And have now survived a restart.
