I assume you connected the printer directly to the router or modem and NOT into the ethernet port of a PC.
I think you need to reset the printer. The below will also work if you connected using a USB cable.
Microsoft's Copilot may have more recent videos.
Watch this video to see how to reset your printer: 4652.
Microsoft's Copilot may provide alternate solutions.
after you reset it, have the PC scan for a new printer.

It would help if I could see what I said for a reference.
This response I find most confusing as I do most of HP's supposed support. I'm not a computer geek and the instructions assume a level of sophistication I do not have.
I connected my HP OfficeJet 4655 with a cable to my computer. After numerous tries and failures it actually printed one page then went back to WiFi technology and refused to print.
I want to plug in my printer to my computer with the cable I bough from HP and without any reference to wifi set it up to print what I send it from my computer.
I know it can do it, I just cannot follow what's on the printer screen to get back to direct printing without WiFi.

Note that this is mainly a user to user forum and on rare occasion an HP person may help.
I do not have your model printer but looking at the spec it uses either USB or WI-Fi
You are using USB, makes sure both ends of the cable are fully in the sockets.
Since the system will not be online then you cannot use the ePrint feature.
1 - Unplug the USB
2 - go into the printer display setup and turn off wifi direct or any mention of wifi. If you see USB then enable it
3 - remove existing printer driver from windows
Run the following app from the command line
printui /s |
Remove all references to the HP printer.
4 - Plug the USB back in. You should hear a beep. Make sure the printer is powered on.
Install the full service driver for the 4655 and then search for the printer
Do not search the network. if the printer cannot be found then it is not in USB mode and needs to be reset.

So Sorry, but it did not help. I watched the video and my printer screen did not show things the way the video presented the screen on their model of HP Office Jet 46?? (couldn't see or hear his model).
I'm quite lost here. HP sucks as far as providing information about their machines. Nowhere have I been able to get help from HP. The "best" they can do is to rely on their customers to help each other and that is not working for me.
I have plugged in my HP 4655 to power and my computer directly. The menu said it wasn't connected to wifi, so I hoped.
Then it actually printed..... HP Network Configuration page. No help.
As I mentioned I did get it to print one page from my computer, but that never happened again.

I finally got through by phone to someone at HP.
I tried several numbers before finally getting one with a person to help. Circuitous! None of those numbers came directly from HP.
