When i try to shutdown, via screen/mouse 'shutdown" or on/off button -shutdown circle appears, monitor turns off, and PC turns off for about 5 seconds; then the PC automatically reboots. I have done the following. run safe scan for errors and repairs, turned off the "restart after failure", turned off the 'fast start' option. Not sure what else to try. Thanks!

Welcome to the HP Support Community. I'd be happy to assist you with the shutdown issue.
Please try these steps -
1.) Shut down the computer, then disconnect the power cord from the rear of the computer.
2.) Press and hold down the power button for at least 10 seconds, then release it. The power light indicator might turn on briefly then go out.
3.) Reconnect the power cord, then turn on the computer to confirm if the issue is resolved.
Update the computer -
Step 1 Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Step 2 HP Support Assistant Updates -
1) In the search box, type and open HP Support Assistant.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Download and install the BIOS from this link.
