The screen display is stuck on the HP logo when it first turns on. I have waited for a long time but there is no change and I have restarted it several times but I still get the same problem.

I understand your HP Pavilion Mini Desktop - 300-223d is stuck on the HP logo during startup. Let’s walk through some steps to help resolve this issue.
Power Reset (Hard Reset)
This clears any temporary configuration issues.
- Turn off the PC completely.
- Disconnect the power cable from the wall outlet.
- Press and hold the Power button for 15 seconds.
- Reconnect the power cable and turn the PC back on.
Boot into Recovery Mode
Try accessing Windows Recovery Environment (WinRE):
- Turn off the PC.
- Turn it on and immediately press the F11 key repeatedly (once per second) until the Choose an option screen appears.
- If it appears, select Troubleshoot > Advanced options > Startup Repair.
If F11 doesn’t work, try pressing Esc or F10 during startup to access the Startup Menu or BIOS.
3. Disconnect External Devices
Remove all USB devices, printers, external drives, etc., and restart the PC. Sometimes peripherals can interfere with the boot process.
Run HP Hardware Diagnostics
- Turn off the PC.
- Turn it on and immediately press Esc, then F2 to open HP PC Hardware Diagnostics.
- Run the System Tests (especially the Memory Test and Hard Drive Test).
BIOS Reset
If you can access the BIOS:
- Turn on the PC and press F10 repeatedly to enter BIOS.
- Press F9 to load defaults, then F10 to save and exit.
Perform a System Restore (if accessible)
If you reach WinRE (via F11), try:
Troubleshoot > Advanced options > System Restore
Choose a restore point before the issue began.
