A particular drive is organized into separate areas known as partitions.  For Windows to boot, the System Reserved partition, where the boot records are usually found, needs to be set as "active". 

 

You have to boot from partitioning media, find the partition with the boot files, and set it to "active".

Sorry I did not reply earlier, but another freeware partitioning tool, one that I use, is MiniTool Partition Wizard -- which you can get from here:  https://www.partitionwizard.com/download.html
