The part number 737728-001 is the only # that got a "hit"
https://partsurfer.hp.com/partsurfer?searchtext=737728-001
This following part is the power switch cable. I assume you want the pinout "header" for it
You guess by looking at this picture and locating the same "pins" on the motherboard

Yes it’s the same connector. I have just the motherboard and power supply I jumped the power switch pins all it does it startup with no output to the monitor then after about 1 min the fans ramp to max. The cpu does get warm like it’s on.

Your processors all have video built in so seems that is ok but...
The processors from that table all had a microcode revision of 0x25
https://www.intel.com/content/dam/www/public/us/en/documents/sa00115-microcode-update-guidance.pdf
assuming your CPUs are not engineering samples "es"
Your processors have microcode revision of
i3-4160 -> 0x17
i7-4790 -> 0x27 (? was not listed in that intel table but I found it googling)
There are 14 BIOS for the 800 G1 that have been released
Version: 2.16 Rev.A updated Intel processor microcode to version 0x12
that is actually really low, a lot of new processors have come out
no other bios updates list new macrocodes
The following thread indicates an i3-4430s worked but and upgrade to i5 or i7 was not recommended
https://h30434.www3.hp.com/t5/Desktop-Hardware-and-Upgrade-Questions/Cpu-upgrade/td-p/7897852
You might put your i3 in the motherboard the i7 is in and see if it can boot. If it can then immediately upgrade the bios on all motherboard.
Perhaps our expert @erico can advise

Try unplugging from wall, remove battery, press the power on button 2-3 times to discharge power, wait 30 second then put battery back in and turn on
[edit] Make sure you monitor is auto-switching if not then plug cables into both HD and VGA or whatever the two connectors are.
Do you have original 240 watt power supply and case?
you might be missing cables that connect to the case that have internal jumpers that allow the PC to run. Normally errors messages such as "Press F1 to continue" with warning like lid open, fan not spinning, temp sensor missing, etc
If cpu warms up maybe the problem is the monitor. I assume you do not have a graphics board as the 240 watt is not sufficient.
