Who is responsible for updates to BIOS? The motherboard manufacturer? HP? Intel? ??
I have a 1 year old HP computer that keeps getting error reports because of the BOIS. Every time I try to update from HP it fails. i notice that several people are having the same problem and have reported it on the HP site and many other places. It's a known flaw. What entity is responsible for writing the update??

Welcome to our HP Community forum!
The BIOS firmware on your HP Victus TG02-2000i is developed, customized, and digitally signed by HP, not by Intel or the motherboard's original manufacturer (even though HP may source the motherboard hardware from an OEM supplier such as Pegatron or Foxconn).
Anyways, HP is solely responsible for BIOS updates on your Victus 15L. The BIOS itself is based on AMI firmware and includes Intel CPU microcode, but only HP can provide signed BIOS releases for your system.
HP is aware of these and other related BIOS issues. Yes, it is also my hope that HP will deliver sooner rather than later.
Kind Regards,
