Whenever I've worked oh HP tower PCs, as long as I have kept the cables connecting the front USB and audio ports connected, I've never had a problem with the PC turning on with the facia removed. But, I've also not seen a tower PC with any kind of sensor that you mention. All I've seen in that location is an LED that shows when the PC is running.

Thanks, Helping out a friend. I already swapped out his power supply with mine from a working computer and no go. He said it was running. On with the process of elimination . Thanks again.
Have you ever seen worse? Could this be the problem?
