Here's what I had to do to fix this issue.

All the other "recommended fixes" failed and were a waste of time.

Boot media, repair media, etc.

 

I set the Boot options to secure off, legacy on.

Popped in a temporary clean drive & installed a baseline copy of Win10 with legacy settings (the Non-UEFI install worked fine).

Downloaded the most recent Bios to a flash drive & installed it on the PC.

Rebooted, reset Bios to default (with Secure Boot on, legacy off.)

Reinstalled the original drive (with NO MODIFICATIONS)

 

The System booted fine with no stop or winload.ini error.

 

This has NOTHING to do with the windows install & everything to do with an HP BIOS/UEFI issue.

 

Ancillary information indicates a recent Windows update may have triggered the issue, but the problem is in the HP UEFI settings.

Welcome to the HP Support Community.  

 

As this is a hardware issue, I'd suggest you Contact HP in your region regarding the service options for your computer. 

 

If you are having trouble navigating through the above options, it's most likely because the device is out of warranty.
