Get/Make a working W7 DVD.   Try

Either your own machine or that of a friend.

Use FDisk and examine the Partition Table.  https://www.computerhope.com/msdos.htm

 

Then post a picture of the partitions.

I do not understand your last two replies. I was wondering if I needed to just add the file to my usb card or what. I do not know how to fix the problem. It is why I am asking for help. I think if I had the Windows 7 iso, but Microsoft won't provide it to me because it was a HP tower.

Here is an alternative source we are allowed to publish to get the HP OEM Win7 ISO file:

Download the Windows ISO Downloader.exe file and run it.
When the window opens, select the Windows tab in the upper-right and then click the Windows 7 radio button.
Under Select edition, choose the Windows 7 SP1 OEM Home or Pro -- to match what you have.
That will download an ISO file of the same OEM edition that HP uses.
You can then use the free RUFUS tool to create a DVD or USB stick from that ISO file and then use that to install Win7 OEM.

I press esc to go to boot menu. I selected option for the USB drive. I get the message. Remove disks or other media. Press any key to restart.

CD/DVD disc drive  SuperMulti DVD Burner with LightScribe Technology drive

 

So that is what you use with the W7 DVD's.  W7 is not always going to run and install from USB.

My computer does not load to the start up. I had one original which is heavily scratched. I got two discs from a friend, which are the recovery disks. I am not able to run any programs unless I use Dos or the command prompt. I am not familiar with them at all. I downloaded the file. My friend said was 3mb when he added it. I do not have any windows cd at all.
