Can a 1650 super work with a Internal 310 W PSU and do you think it will fit in a HP Pavilion 690-0020na

No, it would require the HP proprietary 400W PSU model L04618-800 because the GTX 1650 Super is a 100W card requiring a 6 pin PCIe power plug. Expect several week back-order.
WARNING: HP uses a proprietary designed PSU. IT is no ATX.
