Hello, (Sorry if I make a simple mistake... I am relatively new to the PC community)
I had just gotten the AMD Radeon rx 550 and placed it into the PCIE-16 slot on the motherboard of the computer. I had plugged the monitor HDMI into the original motherboard slot and downloaded the software; I disabled the integrated graphics onboard the motherboard via Device Manager. The software on the computer detects the video card too. After unplugging up the computer and inserting my monitor HDMI cable into the slot on the Radeon card. When booting up, I do not see any startup screen and instead hear 3 long beeps and 3 short beeps 3 times. After the beeps are over I do not see any bootup screen. I know that the 3.3 combination means the embedded controller has timed out wating for BIOS to return from graphics initialization. I proceeded to enter BIOS to disable Secure Boot and enable Legacy Boot; this failed to work as well. I do not know what to do for this; I'm not sure if the GPU has enough power as it does not need a pin connector into the power supply. The fan sometimes whirls; sometimes it doesn't... I am very confused; please help! It would be much appreciated!

Kudos to you for trying a lot of troubleshooting steps and isolating the issue.

Yes, you are right, looks like the graphics card is not getting enough power. Click here for the specifications of the graphics card.
If you see the requirements of the GPU, it says 400W PSU recommended but also says, 50W board power.
Recommend you take the computer to any authorized service center and try it with a 400W PSU or the graphics card on a different computer.
Based on the specifications of your computer, the computer came with 300W PSU. Click here.

Hello!
Thank you for replying to my desperate call for help! Fortunately, I realized that the fan not spinning was merely a feature of the Radeon rx 550; it was the "0 RPM" feature when it didn't need power. I troubleshooted and realized that when I entered the BIOS and set boot to "Legacy Mode", disabling "Safe Boot", I clicked "Save as Default and return to Boot" instead of "Save changes and return to boot". The graphics card juices up itself straight from the motherboard, which in this case was the Odense. I plugged in the HDMI after the legacy boot change and it booted up my computer with no problem! I will eventually upgrade my power supply as well (it still works, but I realize that it might be dangerous to have no leg room with the PSU so I might upgrade to an 80+ certified 450w from ev3a). Thank you so much for the help!
