I just got this from a 2nd hand company. It came with 8GB. But when I try to play Star Citizen it says only 4.3 is usuable of 7GB installed which is weird to. But now I just upgraded to 16GB and have the same problem. It is a 64bit OS of Windows 10.

Take a look at the memory modules. Were the memory modules completely indentical in all respects when the original memory modules were installed? Were they different manufacturers or different footprint(single sided vs double sided)?
If you want to upgrade and would like the upgrade to work right the first time, install guaranteed compatible memory modules in pairs. Think of it as frustration and waste of your time prevention.
If you have four memory slots and want to upgrade to 16GB, make sure that all four instaled memory modules are guaranteed compatible and identical. Otherwise, what you are seeing is quite likely to happen.
