HP Compaq Elite 8300 Base Model Small Form Factor PC

Since the mobo is 4 slots but only dual channel, what configuration will net better/more stable RAM performance, two 16 GB dimms or four 8 GB dimms?

You can install 4 x 8 GB of memory in your PC.

2 x 16 GB won't work as each slot only supports an 8 GB memory chip.

Not to mention two DDR3-1600 16 GB memory chips would be very a expensive gamble not to have it work.

The memory upgrade info can be found on page 9 at the link below:

Where does the 8 GB  per slot maximum come from? I dont see anything mentioning that on the processor page https://www.intel.com/content/www/us/en/products/sku/65719/intel-core-i73770-processor-8m-cache-up-t...

or in the chipset documentation https://www.intel.com/content/dam/www/public/us/en/documents/datasheets/7-series-chipset-pch-datashe...

As for cost, Amazon lol.

If you want to try 2 x16 GB of memory in your PC, feel free to do so.

If you look at page 69 of the HP Quickspecs link I posted, HP only offered memory up to 8 GB in the model series.
