Welcome to the HP Forum.

No AMD coolers using the AMD rectangular CPU socket mounting system will work with your PC's MB.

HP uses an Intel square CPU socket mounting system on HP AMD MBs.

You should be able to install a retail CPU cooler that works with your case and MB using the Intel CPU cooler mounting system. Doing this would depend on the MB backplate configuration HP used at the factory. 

I don't have hands on experience with your PC. Some OEMs install the modified CPU cooler directly to the MB tray (no backplate). 

Watch this YouTube video showing an AIO CPU Liquid Cooler install on a Victus 15L. You could probably do some SFF Noctua air cooler installs or other manufacturer offerings, using the Intel mounting system, on your PC's MB.
