Product: Envy 795-0137cb
Operating System: Microsoft Windows 10 (64-bit)

HP ENVY Desktop - 795-0137cb  Product # 5QA55AA

Current configuration:   8GB in DIMM slot 1 and 4GB in DIMM slot 3
 
Im looking to add 16GB of RAM to the existing 12GB currently installed.   Is there any issue with installing a single stick of 16GB?   When I do add the RAM, what order should they be placed in the DIMM slots for best performance?

You already have an issue.  Dual channel RAM is meant to be exact pairs.

RAM population is binary 1, 2, 4, 8, 16, 32, 64 etc.

Dual channel mode requires matching pairs.  If that is not true, it will operate as single channel mode. That is what happens while using a 4GB and 8 GB paired as dual.  It is a cost item.
