my question is same with this post:
bios u/d ofipisb-cu (hp8-1010) killed machine.
I think that post can't get ideally the answer, why HP release the new version bios and make custom PC's dead!
Here I ask HP engineer help me give me the previous bios version( ver 7.08) ,please give the .bin version, not .exe version, I try update bios use some "EEPROM BIOS Writer", this little tools is really cheap than I change the motherboard or repair it.
Hope you can find in your HP resource, my search only the new one (ver 7.16), but it killed my Motherboard.

I appreciate your time and efforts,
Since there is power on the computer, it confirms that both the PSU and the power cable is alright,
The issue is with the motherboard as it's not powering on.
The only other thing you can do is to open the tower and reset the ATX cables to the motherboard,
If it doesn't sound as complicated as it is, You may do that as well or alternatively contact HP to set up a hardware service.
If you are willing to perform the steps: Click here for details,
If not, Please use the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone numberCase number and phone number appear.
They will be happy to assist you immediately.

As I Understand you want an older version of BIOS after the recent update failed,
The best thing you could do is attempt a BIOS recovery, using this link:Click here
If the issue persists, please contact HP for a hardware service as the motherboard requires flashing or tattooing,
It can be done at the HP repair center with all the necessary checks in place.

It didn't work to this PC according to the BIOS recovery post, Is there any other solution?
It's always black screen in both video adapters, No beep sound when operation, power light can come, but can't find any boot information from screen or sound

I read the article from your post "Click here", I can't find what is "reset the ATX cables to the motherboard", because thie PC become black screen just after BIOS update, what I have done:
- unplug power cable
- remove hard drivers
- remove bios battery
- reset bios password for few hours
- mount battery back again
it always can power on the PC, power LED work, CPU fan week, but it's always black screen, the bios boot don't work anymore.
According you Windows+B reset bios solution, it didn't work, no screen output.
The motherboard show some jumper with "BIOS Recovery" like the picture:
But I can't find any technical article to show the details, I think HP can give some special details for this~

I appreciate the fact that you've done all the relevant steps,
As mentioned earlier, if none of the steps work it's possibly a hardware failure within the motherboard and hence you will need to contact HP phone support to set up a repair service order.
Please use the link shared earlier and fix an appointment for pickup repair and return, based on your warranty - the service support should have different options for a quick service.
