Please try BIOS version 2.90 first.
Do what DGroves suggested in the first response.
Let us know if 2.90 updates correctly.
Move the files from the CD to the target PC's HDD before attempting the BIOS update. Set the installer as read and write or full permissions to be safe.
Installing from a CD could be the problem. Read only files.
The recommended BIOS update options per HP Support are:
- Use the DOS utility with a preboot execution environment (PXE) management application to locally update or restore the system BIOS.
- Use HPQFlash to upgrade the BIOS directly in a Microsoft Windows environment.
- Use the included BIOS binary file on a USB storage device to update the BIOS from the Startup Menu or BIOS (F10) Setup.

how are you flashing the bios? using HPQFlash withinn windows is not recomended
create a DOS formated USB Key and copy all of the files found WITHIN the DOS FOLDER onto the bootable usb key
boot with this key and run the dos flasher
read the included "DOSFLASH.TXT" directions on how to flash in dos
you will not be able to install ANY 3.x bios's untill you have installed v2.90
COMMAND LINE SYNTAX: ____________________ UPDATE SYSTEM BIOS: dosflash [/p <password>] [/f flshuefi.cpu <BIOS family>] DOS Flash will search the current directory for the System BIOS binary. If more than one are present, the latest BIOS image file (highest version number) compatible with the target PC will be used. The /f option is used when needing to suppress any user prompts, for instance when automating a mass deployment using Altiris. BIOS family is listed in BIOS Setup / System Information / System BIOS before the version number (e.g. K01), and is also the first part of the binary filename.

You are not reading our posts!
Try to install BIOS update v02.90. There is a link to the BIOS v02.90 update in a previous post. Here it is again> (Link) <. Then try version 3.07 if version 2.90 updates correctly.
Don't install any BIOS updates from a read only CD or DVD disc.
We know you have version 2.09.
It is obvious, you cannot install v03.07 when you are using version 2.09. Installing from read only media is adding additional complexity to you problem.

You have been sending us on a wild goose chase.
Do what DGroves has suggested. And don't install a BIOS update from a CD or DVD disc in read only status.

It appears the installation is being done from a read only CD disc. Please carefully read all responses from Mike.

Please note!
I started with BIOS Version: 2.09
I tried loading BIOS Version: 3.07 five times.
As suggested, I went to the Web Site indicated, the same Site I tried the 3.07 downloads from.
I downloaded 2.09 to a CD on a different PC.
I took the CD to the one needing the BIOS Update and ran it.
Things went great, as usual, until the Re-Boot where the PC indicates the BIOS Version.
It was still Version 2.09!
I will attach a snip of what my download options are.
