I have downloaded and installed this file sp144846.exe with the HP Downloader.
It installed it. THen nothing. Not a word what to do next.
I rebooted, thinking that the BIOS will be updated. Nope, it is still old.
Current BIOS F.73-03/09/2020
new bios supposed to be Feb 2023
What should I do to take effect?

I would sit tight at this point installing this BIOS update if your PC is working correctly.
HP Support Assistant and Windows Update have been pushing faulty BIOS updates to certain HP PC product groups.
Not saying your PC is in this group. Better to be safe than sorry.
I haven't seen any HP 34 series PCs involved in this at this time. Although the list of affected HP product series PCs has been expanding over the last few weeks.
Also stop HP Firmware updates offered by Windows Update.
Enter Advanced System Settings in Search. Select the Hardware tab.
Select Device Installation Settings. Select No. Save changes.
Select Apply then OK.

Well, I got a blue screen 2 weeks ago. Turned it off. Wanted to turn it back, did not come up. It was beeping 3 longs and 4-5 shorts. Tried 3 times. Waited 2 hours. Then turned it on and it booted. Since then works fine.

Good to see the PC is working.
The Error codes you initially experienced seem to now be resolved hardware problems when reviewing your last response.
Avoid the BIOS update.
