I cannot upgrade to from 8.1 to Windows 11 as there is no TPM when installing the ISO file - . BIOS seems outdated. Is there a newer BIOS for this desktop? Age 2014
System is i7 - 16GB RAM - 2TB hard drive.

Hi:
Even if your PC had a TPM 2.0 security device, it would not meet the Microsoft W11 hardware requirements because of the processor.
There are no processors you can upgrade to that would support W11.
If you are interested in installing W11 on your PC as is, you can read this discussion for how I upgraded several HP and Dell notebook and desktop PC's that did not meet the W11 hardware requirements to W11 22H2.

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.
FWIW, this is the latest BIOS update HP released for your PC.
It was written to be run on Windows 8.1, so I don't know what would happen if you ran it on Windows 10.
