Want help choosing older HP desktop computers to upgrade for gifts to as many kids as possible!

Which HP PC'S Should I be looking for with the best upgrade potential?

NONE.

There are charities already doing this, and donations to them would be more cost-effective is my belief.

Although where in the world you are makes a difference.

You're very correct but I live in small town and noone is doing this for the under privilege kids here! My fellow retirees and myself have taken it on ourselves to do something, we also refurbish bikes too!

The procedure is to collect as many machines from businesses preferably, although the local recycling centre is also good.

So mainline HP, Dell etc.

Then you strip them to their bare bones, avoiding STATIC, remove all the dust and detritus, avoiding STATIC. 

Consider replacing/refreshing the thermal paste or pad on the CPU.

The Hard Disk to be wiped, Darien's Boot and Nuke (DBAN), then re-assemble and soak test.  Install an OS.
