I have a z640 workstation and tried upgrading my Nvidia Quadro K4200 to a Nvidia GeForce RTX 2070 but nothing is displaying on the monitor. The LED lights on the new GPU are on, both power connectors are connected via one 6 pin and another 6 pin to 8 pin connector. I had to put the old Quadro back in because I can't figure out whats wrong. Any ideas?

@mearon , welcome to the forum.
I reviewed the specifications for the workstation and video card. You either have a 700W or 525W power supply unit (PSU) in the workstation. The Gigabyte RTX 2070 8 GB requires a minimum of 550W. So, if you have the 525W PSU it may not be enough power. Other than this possibility I can't find any reason for it not working.
Here is the only BIOS update that is available: https://support.hp.com/us-en/drivers/selfservice/swdetails/hp-z640-workstation/6978835/swItemId/vc-2...
Here is the Maintenance and Service Guide for the workstation. You should read the section on Expansion Slots on Page 51.
It doesn't mention anything about video cards in the "Fixes" section, but HP does recommend promptly updating to this version.
