Your HP Pavilion Gaming - TG01-0023w (6YR56AA) as fitted with the HP Erica motherboard (SSID: 8943), came with this CPU heatsink with p/n: 644724-001 ("Heatsink - 95W, Kidd (AM4 socket)"), which is actually pretty good and rated to cool processors up to 95 watt.
In my experience, you would see significantly improved processors temps once you increase the airflow through your case, by adding additional cooling fans -especially one mounted directly above the CPU heatsink, as showcased here on one of my HP ProDesk 600 G3 MT legacy desktop upgrade project.
If interested, you'll have to ascertain how to best implement this cooling improvement option as it applies to your desktop:
ONLY attempt mods like this if you have the necessary skills and tools to attempt this, and safety should be your primary concern whilst getting involved in this.

Thank you for the information! I’m sorry for this late reply but I just wanted to know could I just replace the fan on the heat sink? My fan currently is pretty loud and isn’t as quiet as it used to. I’ve cleaned it and checked it. Could I just buy another 80mm fan and just smack that on there? Thank you!

Thank you for everything this'll be my last question i promise! Would this fan be good enough since i'm looking for something more quieter.

Well, Arctic claims, and I quote: "the P8 PWM PST is particularly suitable for use on heatsinks and [liquid cooling] radiators".
Since Arctic is a reputable brand, you should be A-OK.
