Fastest compatible processors for your HP EliteDesk 800 G4 SFF:
#1: i7-8086K: (6-Cores, 12-Threads, 4.00 GHz up to 5.00 GHz, 95-watt TDP)
#2: i7-8700K: (6-Cores, 12-Threads, 3.70 GHz up to 4.70 GHz, 95-watt TDP)
When you upgrade your power supply to this 400-watt unit with p/n: 942332-001, you can upgrade your graphics card to a Low-Profile RTX 4060 such as this model: https://www.techpowerup.com/gpu-specs/gigabyte-rtx-4060-low-profile-oc.b11375.
This GPU will require a minor modification to the internal drives bay (cutting off a small section), but that is perfectly doable, and you may have already done so with your LP RTX 3050 anyway.

Btw, there is a compatible 500-watt power supply available for your PC with p/n: L77487-003.
