I was thinking of upgrading my CPU from a Ryzen 5 5600g to a ryzen 9 5900x but I worried that it will bottleneck my PC because I only have a 3060. What CPU is the best I can get without bottlenecking?

The best compatible processors for your OMEN 30L Desktop PC GT13-1000a (207P7AV) as fitted with the Hana motherboard (SSID: 8876) are either the Ryzen 9 5900X or the Ryzen 9 5950X.
However, unless you already got the HP-documented 105-watt TDP rated liquid CPU cooler with p/n: L98987-001, these processors require a beefier CPU cooler. The question of 'bottlenecking' your PC is a complicated one. If you are never going to upgrade your graphics card (but why shouldn't you?), assuming your PC got a Ryzen 5 5600G, I would upgrade to a Ryzen 7 5700G.
Another advantage of this CPU upgrade is that you don't need to upgrade your CPU cooler.

I was looking it up and it said that it would bottleneck the 3060 because the 9 5900x is a lot better compared to my gpu. If I were to wait a couple of years to upgrade my GPU would it affect my PC performance on games?

No, not really -at least in my experience: upgrading your CPU is likely to improve your overall graphics performance, not diminishing it. In other words, I wouldn't worry about 'bottlenecking' your PC.

Like I said, in my experience, a better/faster processor always improved my gaming performance. Without fail. On many different HP & non-HP platforms. From i5 Intel Core to high-end i9 Intel Core "K" processors. Why would it be any different for you?
