HP pavilion gaming desktop TG01-0685no
Microsoft Windows 10 (64-bit)

I got this PC around 2 weeks ago and my CPU temperatures are at almost 80 celsius even when play games that shouldn't heat up the computer like Minecraft without shaders. When I look at HWMonitor it shows that my cpu fan speed is at 300rpm to 600rpm at most and I was wondering if this is expected performance or is something wrong.

The maximum temperature for the AMD 7 3700X is 95C.  So, the 80C is not too bad at this point.  I don't know which cooler HP installs on this processor.  The standard is the Wraith Prism.  The fan speeds for it are 1,700 rpm to 3100 rpm.  I would say that the fan speeds in your computer are very slow.  You should check to assure that the fan connector on the motherboard is tight.  Sometimes components and connectors can work loose in shipment.  If you don't find any loose connections, I suggest contacting the seller for help.  If you bought the computer directly from HP Store you should contact HP Customer Support.

You shouldn't be having problems with a new computer.
