HP Recommended

I can tell you that this thing about the value of the processor being able to be changed to 95w has sent my brain into crisis, and I know a little bit about PCs obviously not at your levels 😂😂. I wouldn't even know how to do it. from the bios? possible?
I would be delighted to hear any advice for this setup… then obviously I am also willing to change the motherboard if the need arises. any advice is welcome.
