I have an HP 290 G2 MT Business PC form the HP 280 system family, and I have been told that such a PC can either lack the TPM or has a feature byte string that prevents the computer from detecting or accessing the TPM. This important as I need the TPM in order to activate TPM 2 so that I can upgrade to windows 11. Is there any way for me to install a new TPM or replace the current one and have it function? I would prefer to not have to get an HP employee, but to simply go to a proximal store for computer components and have the job done there.

Hi:
You can't add a TPM chip to your PC.
The first thing to do is to go into the BIOS and make sure the TPM is enabled.
See chapter 5 of the Maintenance and Service Guide F10 BIOS setup>Security section.
Maintenance and Service Guide HP 280 G4 MT
If it is not, enable the TPM device, save the setting and restart the PC.
If there are no TPM device options, you can just upgrade the PC to W11 without it.
See this discussion for how I upgrade PC's that don't meet Microsoft's W11 hardware requirements to W11:
You have to use the version of the Rufus utility that I zipped up and attached in the discussion (v3.18).

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.
