indeed, I changed the keyboard (by a new one) and unplugged all the USB devices. And it's been going for a few days.

My new keyboard does not have shortcut keys for sound and standby, handy for original keyboards (general public). 

This is why I wanted to activate the function keys permanently. I looked in the BIOS, but there is nothing.

alas, the problem reappears.
If I unplug and plug in the USB plug again, it becomes functional again, but it is not practical !
I suspect a software problem because the keyboard is new.
