Your HP Ipisb-Ch (p/n: 623914-001) motherboard is compatible with legacy graphics cards such as the Nvidia GeForce GTX 660 Ti or the Nvidia GTX 680.

Some GTX 750 Ti cards require a PCIe power cable connection. Did you check that?
The 6 beeps you reported refer to a "pre-video graphics error".
The recommended progressive steps to consider:
1.) Reseat the graphics card, power on your desktop.
2.) Replace the graphics card.
3.) Replace the system board.
Your desktop evidently has an issue with your GTX 750 Ti.
Apparently, GTX 750 Ti functionality is a hit and miss with your legacy BIOS/motherboard. Some so-called "hybrid" GTX 750 Ti cards would work (such as: https://event.msi.com/2014/vga/Hybrid_BIOS/), but not all. There are ways people manage to get some graphics cards to work on legacy systems, but unless you are pretty advanced in this kind of activities, this may not be the thing for you.
If you want to go ahead and invest in a graphics card we know should work on your motherboard, stick with the Nvidia 600 series, such as the Nvidia GeForce GTX 660 (such as this User example: HP Elite 7200 MT Business PC Performance Results - UserBenchmark), the Nvidia GTX 660 Ti or the Nvidia GTX 680 as previously mentioned.
