have this brand new PC TP01-3025t which includes DVDRW...that will not work.  Spent over 4hrs triaging with HP...SENT to HP and returned still not working at all.

Tried purchasing an External USB drive...no luck with that either.

Windows cannot load the device driver for this hardware. The driver may be corrupted or missing (CODE 39)

so far, at a total loss after even HP couldn't have it operate.

Try the steps suggested by Microsoft at the link below:

Start with method 4 first.

Your CD or DVD drive is not recognized by Windows or other programs - Microsoft Support

Thank you for the suggestion.  Unfortunately, I'm still out of luck.

You're very welcome.

Sorry the info on that link didn't work for you.

You might need to back up your files and reinstall Windows and see if that gets the DVD drive to work again.

which DVD burning software are you using?

be aware that windows 10/11 are only able to  extract a existing ISO image

to create  a ISO idvd or cd,  3rd party software must be used

either retail comerical or free DVD/CD burning packages exist

common examples are

Nero is a comerical paid package and Image Burn is a Free package

Thank you for asking...and providing another idea to fix the issue.  The Desktop is under warranty and HP even took if back to TX to 'fix'...and the first thing i did when it was returned was check Explorer for the Drive and Device Manager.  Not anywhere to be found with Explorer...and the yellow "flag of doom" stating the DVD isn't going to work on Device Manager.
