My system has a 310w power supply, 16GB ram, 1TB M.2 SSD, i5 8400 @ 2,8Ghz and I'm wondering if the GTX 1650 75w power consumption will be ok to install. On paper the answer is yes but does anyone have any experience with this? Is it safe?

Hello
this should pass, your original card is indicated for 50w
HP Pavilion 590-p0057c Desktop PC Product Specifications
There may be other examples, because the configuration is different, but, I saw another pc with a 1050 for 75w and a power supply of 180w (seems very little to me, but why not)

Check if you have the required pci connectors for the card, and if it can fit widely.
At worst, it does not worry much for the computer, if the power supply is insufficient, the graphics card will not work normally, or not at all.

There is one caveat: Some GTX 1650 has a 6pin PCie power port, example EGVA and I think, MSI. Most HP 310W do not have this cable. If your PSU does, PLEASE report back the mdel number of the PSU, so I update the spreadsheet.
Look at the chart, there is a "0/6" in the column, as a warning to look up the card specifications.
