I was recommended adding the GT 730 but I saw that the GT 1030 was better and lower/the same psu consumption, would it be a better upgrade (180w psu)

Hi:
Yes, the GT 1030 is a better card that draws even less power than the GT 730 (30 W vice 38 W).
They can both be found with a fan or fanless setup. The fanless setups have larger heat sinks but are silent and have no fan to go bad on you.
The GT 1030 is also considerably more expensive, and harder to find.
You can find plenty of used but tested and working GT 730's on eBay for less than $40.

Both of my Nvidia GT 1030 and 730 cards are fanless.
I like them both.
I have an AMD Radeon R7 450 card with a fan, and you can hear the fan. It's not loud, but I don't like it.
These are the exact models I bought when they were new, and nowhere near as expensive as they are now.
I think I paid $89 for the GT 1030 and $65 for the GT 730
