Can I add a second Nvidia GPU to my existing RTX Quatro 4000 on my Z2 Tower G4? Should I upgrade my Intel Chip at the same time?

That is a really good question. The HP Z2 Workstation G4 Tower was one of my upgrade projects, and I haven't tried dual graphics cards. Your RTX Quadro 4000 is sort of an entry-level graphics card, comparable to an RTX 2060.
Point is, in my opinion it would be preferable to power/utilize one high(-er) end graphics card, say an RTX 4070 or an RTX Quadro 8000, rather than two lesser GPUs, if only given the capacity of your 650-watt power supply which is equipped with 2 x 6-pin PCIE power cables which each provides 12V x 18A = 216-watt each, meaning, you can use 6-pin to 8-pin PCIe adapter cables.
