Interesting.
When I installed my GT 1030, the PC came to life for a second, then powered off.
About 20 seconds or so later, it came back on and the card worked fine ever since.
it was like it was making some kind of adjustment to accommodate the card.
The graphics card goes in the black PCIe x 16 slot, not the white one that looks the same.
That is the PCIe x 4 slot.

Unfortunately, I don't know why it isn't working.
I suggest you return the card and go with the GT 1030.
I just came across this post where someone installed the 1050ti in the SFF and it didn't work either.

This video has comments where folks indicate the GTX1050ti works in the 8200 Elite.

The person in the video installed the GTX 950.
This person in this video did install a GTX1050ti in the 8200 Elite.
