do some googling on reviews on EVGA power supplies and you will find sites that have bought the necessary equipment to actually test pc power supplies

EVGA is a name brand, and while they do not actually make the power supplies they sell, their units are usually quality supplies from a OEM power supply maker such as Delta/Seasonic so to answer your question yes EVGA power supplies in general should be reliable and supply clean stable power for the advertised wattage listed on said unit

just keep in mind that EVGA has made various models of 650 watt power supplies and not all models are the same,.. some have had better/worse specs than others which is why review sites are useful in seeing if the specific model compares well to other models of the same wattage

I looked at the last link and I see that Corsair is the better PSU... that was actually my first choice

you need to start taking the time to actually read what is posted in these replies

CORSAIR is no better or worse than EVGA, both companies have released various model power supplies that have had some issues both companies do not actually make the power supplies they sell they contract with a "OEM" power supply maker

your picture of a EVGA 650 watt power supply is useless as it fails to state WHICH MODEL 650 watt supply, as such no meaningful comparison against another unit can be done

the  pc power supply lemon link LISTS SPECIFIC MODEL UNITS that the reviewer feels is not a good buy, and the site links to the actual review of THAT SPECIFIC MODEL, just because a model from a seller is on that list does not mean that all products from that maker are bad, only that THAT SPECIFIC MODEL is questionable in the eyes of the reviewer

and that lemon link does not in any way infer that one company is better than another,

it ONLY STATES THAT A REVIEWER FOUND THINGS WITH SPECIFIC MODELS THAT HE/SHE FOUND QUESTIONABLE

how you came to that conclusion escapes me

The EVGA 650 watt PSU you showed earlier will do just fine.  I have one rig powered by an EVGA power supply and have no complaints whatsoever.

Hello I know it has been almost a month since we last talked, but i do have a question about the graphics card. I have been looking at multiple potential ones I want to get, but I want to make sure that I do get the right one. Does it have to have a certain cooling fan power?

Each brand/model GPU has its own uniquely designed cooling fan(s) system. That is not something you need to worry about necessarily.

What you need to worry about are: A.) its power requirements -how many PCIe power cable(s) does it need -if any, B.) its physical dimensions (LxHxW). in other words does it fit, and C.) do you have a power supply that can handle #A.

And for completion's sake, I should add: D.) what does your budget allow -and to this I should also add that you don't need to buy a new GPU, I have had good experiences buying used and affordably priced GPUs via eBay, and E.) will a mid-range GPU (such as a Nvidia GTX 1650 Super, AMD RX 5500 or AMD RX 580) suffice for your gaming needs, or do you need a somewhat higher end graphics card such as a Nvidia RTX 2060 Super, AMD RX 6600 XT, or RX 5700 XT.

at least a 2060 if possible, also, isn't the 1650 discontinued already? I play a few FPS games but i really want to play some new games as well and i currently have most of the new games on console
