HP EliteDesk 800 G1 Small Form Factor PC

Hey everyone, I  have searched far and wide and I cannot seem to find a solid answer for my question. My motherboard's model number is 737728 and it has two pice x16 slots. One white(closest to psu) and one black(closest to cpu). I am aware that one of these is wired for x4 instead of x16.  AI and other sources are stating the white one is x16. That doesn't make sense to me as there is little to no room for any cards with any bulk to them. The black one has plenty of room and makes more sense to be wired as x16. Is there a expert that can confirm? Or is there a way for me to tell myself which one is which?

Both of the long PCIe slots are PCIe x16. Thy are both labelled PCIex16.
