i bought this pc a long time ago and was planning to upgrading it, but im not exactly tech savvy and was wondering if i need to change my motherboard to upgrade to a rtx 3080? the motherboard is a Tampa motherboard and the current gpu is a gtx 1080

no , the mobo does not need to be replace ever. (not bad)
the card you buy, vast types, 12makers and even up to 3 fans long.
vast posts here on topic. here is the hit list.
- must fit, no 2 cards are same length so we use a ruler in x16 slot first, then shop, for vast cards.
- the next is key, too, the card needs AUX power do you have that now.? 6/8 pin cabled from PSU to GPU ?
- and PSU must handle full power of PC + new GPU,does it, I do not know what PSU you have.
- and if secure booted now, the new GPU may not be accepted, unless OS is reloaded.
- The 3080 is one of the most power hungry (wasting but fast ) GPU at 320watts all buy it self. and AUX jacks there.
- That means to me, 200 +320=520 watts, so 550 is right sized PSU, 500 maybe what do you have./?
- 1080 or 1080 Ti, the 180w or 250w respective. ??????? so 140 more watts min needed,. is this too tech?

Full specs are
MB: tampa
CPU: Intel Core i7-7700K
Ram: 32gb DDR4
GPU: gtx 1080
Power supply: 500 W PFC Bronze efficiency
i heard the 3080 needs 800 power supply so i was planning on replacing that with the gpu, so i don't have to replace the motherboard? if so then thats a weight off my shoulders. thanks

if buying actual NVIDIA.com card
the base line card is 2 fans and 11.2 " inches long, use the ruler yet.? x16 slot left to right and hit points (interference)
then states 750watt PSU is need see that. your PC is 500 I see, new.
and has tow(2x) 8 pin power AUX jacks, does your PSU have that HP never specs there PSU out, ive ever seen so eyeballs are first on the cable there or not there, HP fun that. (some HP have the cables tied to clip inside spared out. Look first.
some folks do adapters for AUX but not me, I go real PSU. ATX.
this PSU is 24/8 not 24/4 like real ATX has., so comment me on mobo adapters, here.for REAL ATX fitments.
